Legislative Implementation — Week in ReviewOn March 27, 2006 NERC posted a third draft of their ERO application for Board consideration. The Board package included filings for Canada's National Energy Board and for the regulatory bodies of each affected Province. To download this package (29mb) click here. At their March 28 meeting, the NERC Board of Trustees heard a great deal of stakeholder input, both for and against sections of the application. The Board voted to file the application presented, recognizing that some adjustments would be made both prior to and following the filing. WECC will file preliminary comments by close of business March 29 on the contents of this version of the ERO application. Those comments are available in the "Delegation Agreement" section of the WECC website. Also in the Delegation Agreement section of the website is document reviewing outstanding issues that WECC needs to act upon regarding ERO/WECC Budget and Funding. Comments are requested by April 3, 2006. Documents relating to the formation of the ERO are available in a special comments section of the WECC website labeled "Delegation Agreement." Access to this area is available to all members of WECC. To receive access, contact Kwin Peterson. NERC intends to file their application with FERC on April 4, 2006. WECC urges interested parties to stay close to this issue. The WECC Weekly will provide a weekly update on ERO formation activity.
Market Interface Committee Issues Paper, Plans WorkshopThe Market Interface Committee has posted a white paper on plans to implement the Board's directive to address commercial issues. Transmission Expansion Planning on the April AgendaThe Reliability Policy Issues Committee will ask for Board approval of three items at the April 19 & 21, 2006 meeting. These three items were posted for notification on March 27. The Board will be asked to waive the 30 day posting period so that it may take them up.
