In May 2011, FPL requested an interpretation of MOD-028-1, Requirement R3.1.  The requests asks for clarification of the timing and frequency of TTC calculations needed for ATC calculations.

An interpretation drafting team has been formed and has drafted an initial interpretation. However, the Standards Committee has asked the team to investigate alternate options for addressing the RFI. The team is discussing these options.

MOD-028-2 is posted for a parallel 45-day formal comment period with an initial ballot during the last 10 days, through November 16, 2011.

A formal comment period and initial ballot of MOD_028-2 concluded on November 16, 2011.  The ballot achieved a quorum of 91.2% and a weighted segment approval of 95.05%.  The drafting team is considering comments received during the comment period and ballot.
