Lamar-Front Range

Project Purpose:Lamar-Front Range 345 kV Transmission ProjectQuick FactsEstimated cost: $294 millionProposed in-service date: 2016-2017Maps: Project MapFactsheet: Project SummaryThis proposed project consists of approximately 350 miles of high voltage transmission and has two major components: a Lamar-Comanche 345-kV line and a Lamar-Missile Site 345-kV line. The proposed project will allow approximately 800-1,000 megawatts of additional generation in Energy Resources Zone 3, interconnected at or near Public Service Company of Colorado’s (PSCo) Lamar Substation. Studies indicate that the area is transmission-deficient and requires a robust backbone network to deliver potential and anticipated generation to load centers in Colorado. Based on studies and discussions with the Colorado Coordinated Planning Group (CCPG), a joint, high voltage transmission system planning forum, the proposed project is the preferred first phase project to accommodate resources in Energy Resource Zone 3. PSCo and Tri-State Generation and Transmission Association (Tri-State) are actively performing joint technical studies for a coordinated joint participation project, including the execution of a letter agreement describing participation in the proposed project.

Lamar-Vilas

Project Purpose:This proposed project consists of approximately 57 miles of transmission from Public Service Company of Colorado’s (PSCo) Lamar Substation to a new substation near the town of Vilas, Colorado. The proposed project was identified in 2007 as a way to accommodate generation resources in Baca County. However, system studies indicate that any additional generation at Lamar will require significant upgrades, such as the proposed Lamar-Front Range transmission line. This proposed project could not accommodate any new generation unless the Lamar-Front Range transmission line is also in place.

Pawnee-Daniels Park

Project Purpose:This proposed project consists of approximately 124 miles of 345-kV transmission from Public Service Company of Colorado’s (PSCo) Pawnee Substation in northeastern Colorado to its Daniels Park Substation south of the Denver metro area. The first 95 miles of the project would expand the planned Pawnee-Smoky Hill 345-kV transmission line so there is a double-circuit, 345-kV transmission line between Pawnee and Smoky Hill substations. One circuit would be the Pawnee-Smoky Hill 345-kV line, and the second circuit would be one section of the Pawnee-Daniels Park 345-kV line. For the remaining 29 miles between PSCo’s Smoky Hill and Daniels Park substations, new double-circuit, 345-kV transmission line would be constructed. One of the two circuits would be the second portion of the Pawnee-Daniels Park 345-kV line. The second circuit would create a new 345-kV transmission line between PSCo’s Smoky Hill and Daniels Park substations. This proposed project is expected to accommodate approximately 300-500 megawatts of resources, interconnecting at or near the Pawnee Substation.

Pawnee-Smoky Hill

Project Purpose:This is a new, double-circuit capable, 345-kV transmission line to connect Public Service Company of Colorado’s (PSCo) existing Pawnee Substation near Brush, Colorado, to PSCo’s Smoky Hill Substation near Aurora, Colorado. The line will accommodate additional electric generation in northeast Colorado, particularly wind energy, and ensure reliable delivery of power to customers. It will allow 300-500 megawatts of additional generation. It consists of three sections. The first section is approximately 79 miles of new 345-kV transmission extending from PSCo’s existing Pawnee Substation to a point east of PSCo’s existing Brick Center Substation, south of Bennett, Colorado. The second, or center section, consists of rebuilding approximately 15 miles of existing 230-kV wood pole structures to double-circuit, 345-kV-capable, steel-pole transmission. The third section is the last mile of transmission into the Smoky Hill Substation and consists of approximately one mile of new 345-kV transmission. This section also will be built to allow for double circuit, 345-kV capability. PSCo filed the project Certificate of Public Convenience and Necessity (CPCN) in October 2007, which was approved by the Colorado Public Utilities Commission in February 2009. This project is in progress.
